Devolution was fought for so Kenya would not go back to the old centralised system, and it is still weak: only about 15 to 20 percent of national revenue reaches the counties. The fix is local. Vote for competent governors, senators and MCAs, attend county budget meetings and follow your county assembly. Electing crooks and then complaining online is the cycle to break. Tone rewrite only.
