Out there, nobody has a guaranteed pay rise, a comfortable pension or a job that survives the company running out of money; every month the wages, rent and tax must be found. Inside the state it is four day weeks and nobody sacked, spending money the productive economy earned. Government should run the way every small business must: money is finite, performance matters, failure has consequences. Tone rewrite only.
